As the headline suggested, the scoreboard team colors is not showing for players in the chat. I have no plugin or anything. Did a fresh install of spigot with a brand new server. Tried it on the vanilla version of 1.12 and it worked fine.

What I did was the following:

1) /scoreboard teams add blue
2) /scoreboard teams option blue color blue
3) /scoreboard teams join blue
