Wither skeleton killed by charged creeper does not drop a head

      Windows 10. Java build 1.8.0_121-b13

      I tested this in SP then with a freshly compiled Spigot 1.11.2 with all defaults and no plugins. When a charged creeper kills a wither skeleton there is no head drop under spigot but there is in SP.
