I tested this in SP then with a freshly compiled Spigot 1.11.2 with all defaults and no plugins. When a charged creeper kills a wither skeleton there is no head drop under spigot but there is in SP. |

Commit 1a710213 fixed it (back in February). Re-run buildtools and get the latest version. If you're using an outdated Minecraft version (anything other than 1.11.2), you need to update your server (and you should anyways, as there's a number of other fixes). |
