Fall damage behaving randomly, but usually not at all

      Freshly compiled spigot.jar, no plugins.

      Fall damage is almost non-existent, but behaves randomly as well. A fall from 100+ blocks may kill a player, it may do no damage, and it may do anything inbetween.

      In the video below, I couldn't get fall damage to reproduce at all, but I did take damage from mobs. However, occasionally, every 10 falls or so, some random damage gets through and its USUALLY not enough to kill the player, usually between half heart damage and 4 hearts, regardless of height.
