Clean install of Spigot 1.13 #1668. No opped players. Commands issued through console.

 Description   

Upon fresh install of Spigot 1.13 #1668, the teams commands within scoreboard are not available. In the server console type '/scoreboard teams list'. '/scoreboard teams add test' also does not work. No settings have been changed. Clean install. 

After adding the PEX plugin to allow permissions for the scoreboard in game, the tab-complete option for 'teams' does not exist.

Corresponding vanilla command: /team <add/join/remove...>

The command syntax has changed.
Follow the tab suggestions and check vanilla
