Scoreboard Teams Commands are not Available

      Clean install of Spigot 1.13 #1668. No opped players. Commands issued through console.

    • This server is running CraftBukkit version git-Spigot-a85f7ec-5870145 (MC: 1.13) (Implementing API version 1.13-R0.1-SNAPSHOT)

      Upon fresh install of Spigot 1.13 #1668, the teams commands within scoreboard are not available. In the server console type '/scoreboard teams list'. '/scoreboard teams add test' also does not work. No settings have been changed. Clean install. 

      After adding the PEX plugin to allow permissions for the scoreboard in game, the tab-complete option for 'teams' does not exist.
