Dear Developers Of SpigotMC

I'm a Chinese server called NTWS 's admin, I hava a bug to report to you:

In ops.json, "level" s Invalid to constraint, Just I say on "environment".{}

In Mojang's offical server client (MinecraftServer), op's permission is constraint by "level", but on SpigotMC Client, it's unable. 

For example, On MinecraftServer, low level op can't using "stop", but on SpigotMC can.

I ** think this is a bug need to repair, It makes trouble to my server, I hope SpigotMC developers can see this feedback soon.
