Sign does not open edit text on placement; Sign#setLine not working

      When placing a sign (no plugins) the client does not prompt for the sign text and places an empty sign.

      With plugins, EssentialsX /editsign command reports it worked, but the sign text is not changed.

      Another plugin calls Sign#setLine() and Sign#update(), but again the text on the sign does not change.
