When TNT explodes it doesn't drop 100% off the broken blocks. Since Minecraft version 1.14 this is the desired behaviour.

1. Place TNT in a place where blocks will explode in its radius.
2. Set the TNT on fire using a flint & steel
3. Wait for it to explode
4. Pick up the blocks, if you count not all blocks that exploded have dropped.
