I would like to suggest the addition of a method Chunk#isTicking
Chunks outside of the simulation distance don't tick (ie: entities/blocks don't tick), they're visually loaded for the player, but basically do nothing.
I feel this could be useful for plugins potentially wanting to for example spawn/drop at a location, but first check if that chunk is actually ticking.
If it's not ticking, then maybe no point to spawn/drop something there that is going to do nothing.
