      Towny has been using dumptruckman's CommentedConfiguration for 11 years, to put comments into our yaml files, update our yaml files automatically, and generally provide a painless update experience to the users.

      The recent changes to adopt snakeyamls comment-saving update has broken our ability to save a config. Paper's implementation is not affected.
