TNT cannot give kinetic energy to arrow 

When I try to use TNT to accelerate the falling arrow, I found it ineffective 

Some Redstone machines use TNT to accelerate arrows to cause high damage, but this function is not available in spigot and is available on minecraft vanilla

I don't know whether this is caused by the server design or some parameters
