Based in javadocs PlayerPortalEvent is called when 

a player is about to teleport because it is in contact with a portal. 

but testing in plugin this never happen because in CB when a player interact with this type of portal only call the parent event PlayerTeleportEvent, in teory the event PlayerPortalEvent can be called when a player enter in gateway.

If is not the case then is better tell in javadocs this exception.
