Portal in End to End Cities will not transport to end city island

      After warping through the overworld end portal, we go to the end city portal.  Try to warp through to end cities using multiple methods.  Trap door, ender pearl.

      No warp to end city island occurs.  Player stays on the ender dragon island.

      Upgraded from MC and Spigot 1.16.5 to 1.17.
