When placing a POWDER_SNOW_BUCKET item, I would expect it to call a PlayerBucketEmptyEvent. Currently, no event is fired when the bucket is used.

Test plugin just prints out the Bucket from the PlayerBucketEmptyEvent. Other buckets all print out fine, but nothing is logged for the powdered snow.
