VillagerPanicEvent

I have had trouble recently trying to control what happens in the area of villager when they start to panic. I posted a question regarding a solution to my problem on the Spigot forums and was met with numerous responses telling me I should open up a suggestion issue here.

Basically I just want an event that triggers when villagers start to panic because I cannot for the life of me figure out how to find out if the villagers are scared or not.
