Double grass created by bonemeal occasionly breaks top block

      When bonemealing grass blocks and double tallgrass gets placed, occasionly the top block of it breaks.

      This bug exists in spigot 1.15.2 as well (tested),
      not in vanilla 1.16.1 and not in spigot 1.14.4 (several minutes of testing)
