The option for not spawning animals with
server.properties:
spawn-animals=false
is not working.
Tested in and with allways newest version:
Vanilla:
Bukkit:
Spigot:
even with /gamerule doMobSpawning false
animals still spawning.
Option is working for spawn-monsters and spawn-villagers.
