Hopper minecarts not loading with normal speed

      The minecart hoppers used to pull items out of hoppers above them with 1 item per tick, now it only does about two per second. thats the whole bug. see screenshots for better understanding

       

      on the vanilla server software, the hopper minecart works as usual, but not with craftbukkit nor spigot.
