[SPIGOT-5505] Error while stopping the server

Probably unrelated to this bug, but the log you posted indicates your server is infected with a plugin that is using your server to DDoS other servers.

Please delete all your plugins and restore the trusted ones!!!!!

Only happened when I stopped the server from the in-game. Without plugins doesn't seem to happen. It occasionally happens with plugins. It is too inconstant to keep track of it.
