Not sure if its a Bungeecord or Spigot issue, I'll try to explain as best as I can.

When playing I noticed that Players would look around, their bodies would stay planted but their heads would rotate completely around. If the player moves then the body would update and move proportionately but again when they stopped and only look around the body stays in position while the head rotates 360.

Edit: Seems like it only happens while looking at other players, I tried looking at myself and I can not replicate it while viewing my own self only other players. 

This bug has been there since 1.14 so again not sure if its a Bungeecord issue or Spigot issue.
