Pistons do not work above the nether this dose not seem to be the case in Vanilla MC 1.14 or Spigot 1.13.2 (git-Spigot-1a3504a-dfa7583 (MC: 1.13.2))
How to reproduce:
Place a red stone block and piston next to each other above the nether ceilingĀ (As seen in the screen shots)
I wasn't able to find any documentation or code saying this was intended behavior, If it is this breaks many 1.13.2 worlds and it would be ideal to have a config option to enable/disable it
