1. Build all of the wither summoning block pattern EXCEPT for the last skull.
2. Enable a plugin which cancels all block place events.
3. Place the last skull.

Expected:

Skull isn't placed, wither doesn't spawn.

Actual:

Skull isn't placed, but the wither still spawns - player just spawned a wither without spending the last skull to do it.
