Seems issue ~~SPIGOT-2171~~ has returned in 1.13.2.

The sound associated with shield blocking is no longer properly playing while running the spigot server jar. If I swap out the .jar with the vanilla server.jar, the sound properly plays.

The sound is also properly played when using /playsound, even on the Spigot server.
