Water doesn't behave like in 1.12.2 (events)

      When I set the water source to be from 1-7 level, it should stay in that level and not disappear, like in 1.12.2. Now after setting the level, it disappears, breaking my plugins, and I can't update them. BlockPhysicsEvent doesn't work to stop this. (See picture for the situation and try setting that water to any level from 1 to 7)
