Placing Oak Fence (85) using Telnet command world.setBlock(0,4,0,85) will modify an existing block of fence to show connection, but the placed block does not modify to show that connection. It is a post. Adding another fence block will modify adjacent blocks but not itself.
Likewise, a pane of glass will not fill the space.
Also, double-block objects like: doors, beds, and double-chests have different dependencies than before. That is, for doors, the top must be placed first and then the bottom; for beds, the head must be placed before the foot. For double-chests, I have not found a way to place two chests together to make them merge.
PPS: Bug reports which do not 1) contain a declaration of testing in Vanilla and without plugins, or 2) in the case of plugin API bugs, contain a minimal reproduction case (source + jar please) will be closed.
