When setDropsItems is set to false, broken blocks dont drop anything. However, if the Block is a Double Block, like Sunflowers or Double Tallgrass, and the upper block is broken by a player, the block will drop its item. Also if you break the lowest block from several sugarcanes or cactus, all blocks above the broken one will drop their items.
