VehicleBlockCollisionEvent Only Fires Eastward, Sort of

      VehicleBlockCollisionEvent does not fire unless there is a block to the east of the vehicle(at least for minecarts), rendering this event unreliable. This issue is not present in Spigot 1.10.2.
