No log errors or warnings. Processors show no signs of strain: load avg 0.25. But something is nibbling away at TPS. It is not a huge loss, but there there should be none. On Spigot 1.11.2 latest with 80+ plugins (WE, WG, PEX, MV, Factions, Citizens/Denizens/Sentinel, MinigamesLib/MG*, ASkyBlock, etc.), with no players connected, TPS sustains at 20.0 indefinitely.
