Weather triggers, but only lasts for seconds. We noticed this on the Spigot community server. In Vanilla, we had no notable weather issues and it lasted for the expected time. With only Spigot, PermissionsEx and Essentials, weather behaves as it seemed to on the Spigot Community Test Server.
