Tipped arrows & Potion item custom color

      Yesterday i create this issue https://hub.spigotmc.org/jira/browse/SPIGOT-2768 about map item coloring and thanks for fix it, the maps now look so cool!

      And now i am testing lot of new features in 1.11 and i see now you can change color of Potions and TippedArrows it works perfect with give command but it think can be cool add it in PotionMeta and TippedArrowMeta/ArrowMeta the nbt tag is

      {CustomPotionColor:255}

      for the both items (255 is the color ex: 0xFFFFFF)
