1.9.4 resource packs do not work in 1.10.2

      When you put 1.9.4 resourcepack to 1.10 spigot server (nothing is changed in resourcepacks between 1.9.4 and 1.10, so it should work), and when you go to server, it start to download server resourcepack, but when it is loaded, you will see that nothing has changed.
