When the gamerule keepInventory is set to true, PlayerDeathEvents have getKeepInventory() as true, but not getKeepLevel(). The gamerule keeps both items and levels from being lost, but setKeepInventory(true) still allows levels to be lost.
PlayerDeathEvents should have keepLevel set to true when the gamerule keepInventory is in effect.
