Command blocks have to be used by ops. There should be a permission node to let ALL people use them. You may think, cmd blocks can do the same permissions as op, WRONG, they cant use /save, /stop, etc.

On my servers, my users need these features to create their own machines. I am already able to limit what command blocks can do.
