Implement onSignSend-Event

      Hello,

      I'd like to see an onSignSend() event, as it is implemented in the IndividualSigns-Plugin.
      See classes InSign and SignSendEvent over here: https://github.com/blablubbabc/IndividualSigns/tree/master/src/main/java/de/blablubbabc/insigns

      I think it would be really useful to have this in the bukkit API, because signs are used a lot throughout plugins. Also, this would decrease the need of the ProtocolLib.
