FishEvent not fired when pulling hook back from water

      Getting the hook out of the water before a fish has bitten on the hook does not trigger the event anymore (which did in 1.8), whilst the FAILED_ATTEMPT state says that it will be fired when the player fails to catch anything while fishing due to poor aiming/timing.
      Could this be fixed please?
