Gamemode 3 (Spectator Mode) through blocks broken

      It seems that Gamemode 3 is broken: I just built a 1.9 spigot and without any plugins installed, I cannot fly through walls anymore and I cannot use the hotbar for navigating to other players. Is this a "new Gamemode 3" in spigot 1.9 or a bug?
