Several adjacent chunk are not visible to the player on first login - blocks are not rendering.

• Player places/destroys a block in the chunk, chunk is then rendered
• Player dies, restarts game, chunk is then rendered
• Changing Video Settings for Graphics to another value, chunk is then rendered
• Changing Video Settings for Smooth Lighting to another value, chunk is then rendered

How to reproduce:

• Build spigot-1.9.jar with BuildTools #48 / Jenkins build 593
• Build current BungeeCord (currently at 7926230 commit)
• Create a new server with Seed = survival19
• Chunks 16,4,16 - 18,4,17 (6 chunks) do not render

Testing done:

• Rebuild spigot-1.9.jar, still reproduceable
• Rebuild bungeecord, still reproduceable
• Using Minecraft Launcher 1.6.51 on Linux workstation, issue is produced
• Using Minecraft Launcher 1.6.59 on Mac workstation, issue is reproduced
• Created a second server with a rebuilt spigot-1.9.jar and same seed, issue is reproduced
