How to reproduce:
Get a skull with no owner (like provided from different websites)
give player skull 1 3 {display:{Name:"somenameinhere"},SkullOwner:{Id:"adc3ea73-5b42-4fea-a237-4a72b52dd72b",Properties:{textures:[{Value:"eyJ0ZXh0dXJlcyI6eyJTS0lOIjp7InVybCI6Imh0dHA6Ly90ZXh0dXJlcy5taW5lY3JhZnQubmV0L3RleHR1cmUvYzBiOGI1ODg5ZWUxYzYzODhkYzZjMmM1ZGJkNzBiNjk4NGFlZmU1NDMxOWEwOTVlNjRkYjc2MzgwOTdiODIxIn19fQ=="}]}}}
Place the skull. Break it. Pick it up. Now the texture from this skull is broken.(When viewing the skull in inventory)
If you place it, it's fine.
However, during serialization. for example by a plugin that is using this method, and you try to retrieve it from the plugin, the skull is completely broken.
(Texture in inventory + texture when placed)
1.9 is around the corner, but skulls without owners are a perfect way for providing decoration for players.
