Add a plugin-data-folder configuration option.

      The API already exists to separate plugin data from the plugins themselves. The option is currently not exposed to the user.

      It is possible that some plugins will ignore this feature if they create files themselves without using getDataFolder().

      The patch is very short. External documentation/wiki should be updated if this is merged.
