Chest Item NBT

      Placing a chest with the "BlockEntityTag" NBT tag will only have items in it if you are op (or have a certain permission that I don't know about)

      I do know that this was working in previous Spigot 1.8.x versions, just not in 1.8.7, I'm not sure about 1.8.6. But I do know that it was working in 1.8.5
