Odd "hourly" server lag. Cannot seem to solve. Been trying to for months.

      Hello Im the server Owner of InfectedRPG DayZ. Ive run this server for 5 years quite successfully however I have met an issue that has haunted the server for months now. I would say about 5 months ago we started to experience strange lag ever hour that was noticeable and lasted about 60 seconds then stopped. The server regularly has 19 TPS and runs like a dime. We have around 20 gigs dedicated to it so its not surprising its running smoothly with only an average of 50 players on at a time. However every 58 minutes IRL (Not server uptime) the server is hit with a massive lag spike for about 60 seconds which we have nicknamed the "Hourly Lag" or "Scheduled Lag" or "Hourly Lagquake". It seems funny however its not, my server really cant grow because at every hour we are hit with lag and lose a lot of players. I have tried to fix the lag by going through and disabling every plugin. I have checked spigot timings millions of times but they are very inconsistant. I have gone through countless log files looking for errors. I simply cannot seem to fix
      this issue. The only thing I find is:

      Netty Epoll Server IO #3/WARN: An exceptionCaught() event was fired, and it reached at the tail of the pipeline. It usually means the last handler in the pipeline did not handle the exception.
      java.nio.channels.ClosedChannelException

      However I dont believe this to be causing anything as Ive done research on it.

      I dont usually like asking for help. However ive been trying to solve this for months and havent gotten anywhere. I would really appreciate some assistance from someone with a more professional and educated opinion on a solution. If I can figure out what is causing the lag spikes I will be able to fix them! I just cant for the life of me find it! I would be more then happy to offer rewards to anyone who helped me fix this! Thanks!
