Any Unbreaking level above 3 does not function for armor pieces

      Whenever I try and enchant a piece of armor to an Unbreaking level above 3, the enchantment shows up but it still acts as Unbreaking 3.

       

      Is there any type of plugin or command that I can use to either bypass this restriction or make it so armor pieces break slower?
