Command /give nickname minecraft:stone_shovel 1 don't exist material. But stone_axe, stone_hoe, stone_sword works.

I found the problem with kits, I change all numbers ID with names, and stone_shovel don't give.

I try only with last spigot and craftbukkit 1.13.1 and latest essentials #30, with the same error, I can give all stone tools but stone_shovel don't exist.
