I've set up worldguard several times and followed the instructions but every time I do a region it won't let me break anything even like 2000 blocks away from from the region.

Maybe I'm setting it up wrong but I've followed the instructions very carefully, could someone help me, please.

I'm not very experienced with this so I could be very wrong, this is my first server and it is a survival server.
