Hi im currently working on making a prison server using spigot 1.12.1

However i am currently having trouble getting essentialsX signs to work for non ops,

No matter if it is in a worldguard region or not, no matter how far from spawn it is, i cant get essentialsX signs to work for non ops, whenever a non op trys to use a sign, nothing happens, not in game, nor in console. i am 70% sure that i have the permissions configured correctly, however this is my first time setting up a server so i might just be dumb, either way, would love a hand.
