I purchased a plugin for $10 from a seller, and it doesn't even work. Contacted dev but he hasn't responded.

      I purchased a plugin for $10 from a seller, and it doesn't even work. Contacted dev but he hasn't responded. I even contacted him on PayPal in a dispute and he won't respond. You guys shouldn't allow people to monetize their plugins unless they work and already have at least a 4.5 star review.
