      Previous Spigot 1.16.4 Jenkins 2981 (and previous) runs fine.

      Jenkins 2983 builds – same BuildTools #122 – but does not start up. Same environment and server content. No errors reported in the log until NPE and failure of ProtocolLib 4.6.0-SNAPSHOT-b492, which was running in both instances. Running further isolations ... will report as results appear.
