These 2 events are not consistently called on Chunk Load and Unload actions.

This leaves plugins unable to act upon chunk state changes, which is a very common behavior in plugins.

These events should be guaranteed to be called anytime a chunk unloads or loads, so that plugins may act on that to update their own local states.
