Okay i think the issue is here https://hub.spigotmc.org/stash/projects/SPIGOT/repos/craftbukkit/browse/src/main/java/org/bukkit/craftbukkit/util/ApiVersion.java#18

in the recent 1.20.6 this field was not updated.

But in https://www.spigotmc.org/threads/spigot-bungeecord-1-20-5-1-20-6.645069/ its say 

  • api-version in plugin.yml now accepts minor versions (eg, 1.20.6). 

and 1.20.5 works but not 1.20.6

Currently only support major versions like: 1.19, 1.20 not "minor" versions like 1.20.1, 1.20.2
